Organising an effective HIV/AIDS response is a complex effort requiring accurate region-specific planning, diverse specialist input and a huge mobilisation of resources. Through a comprehensive network of consultants, the Technical Support Facility (TSF) provides assistance in all areas of programming for 25 countries of Eastern Europe and Central Asia. The Joint United Nations AIDS Programme on HIV/AIDS (UNAIDS) supports the TSF as part of its global strategy for tackling the epidemic. Under the co-management of AIDS Foundation East-West (AFEW) and the International Planned Parenthood Federation European Network (IPPF EN), the TSF builds the region’s capacity to respond effectively to HIV/AIDS. It does this by providing a quality assured pool of consultants, equipping projects with resource management tools; and setting international standards of monitoring, evaluation and accountability.

How can the TSF assist your project?

All HIV/AIDS projects – from small-scale initiatives run by local community groups to major national programmes – can benefit from the TSF’s services to resolve practical issues at all stages of implementation, from planning to evaluation, including:

A ‘One Stop Shop’. The TSF offers one point of contact for recruitment and service procurement, ensuring that clients’ needs are met throughout the course of an assignment, from developing terms of reference to the point of sign-off.

Quality Assurance. TSF consultants pass through a strict quality control system that verifies their experience, skills and references before admitting them to the database.
Expectation Management. When matching a consultant to a project, TSF staff aim to ensure a clear understanding on both sides of requirements and expectations.

Non-stop Support. Once a consultant has been matched up to a project, TSF staff maintain regular contact with both consultant and client to monitor performance and smooth over any difficulties that may arise. Outcomes of assignments are evaluated and feedback solicited from clients and consultants to facilitate continuous improvement in service.

Cost Efficiency. The pricing of services is controlled to be realistic and competitive for the speciality type and local market.

Long-term Sustainability. A core principal of the TSF is to build national and regional capacity to effectively respond to HIV and AIDS.
