			<title>US Ambassador John Beyrle Highlights AFEW’s Work in Russian Prisons</title>

			<content:encoded><![CDATA[<div class="align-justify"><p class="bodytext">On September 2, the <a href="http://www.state.gov/p/eur/ci/rs/usrussiabilat/index.htm" title="Opens external link in new window" target="_blank" class="external-link-new-window" >U.S.-Russia Bilateral Presidential Commission</a> held a workshop and conference on the theme of ‘Organisation of Medical Care at Penitentiary Institutions’ at the Ministry of Justice in Moscow. During his opening speech, the Ambassador of the United States of America to the Russian Federation John Beyrle <b>underlined the US Government’s interest in supporting NGOs working within the Russian Prison System</b>, including <i>AIDS Foundation East-West (AFEW)</i>. He particularly stressed the importance of the role that NGOs have played in the development of effective health programmes in prisons.&nbsp;</p></div><div class="align-justify"><p class="bodytext">AFEW was one of the first non-governmental organisations to work in the Russian prison system under an agreement concluded with the Ministry of Justice in 1999. Since that time, AFEW has consistently advocated for and demonstrated <b>successful models of HIV prevention and client management for the people most affected by the HIV epidemic</b> – prison inmates and injecting drug users.</p></div><div class="align-justify"><p class="bodytext">During the conference, Dr. Mikhail Volik, Director of AFEW’s Russian Office, gave a presentation on the importance of partnership between the civil and state sectors in improving the health of prisoners. Since 2004, AFEW reached staff and inmates with HIV education and services in <b>56 institutions across 14 regions of the country</b>. 			<title>AIDS Consortium Sends Plea to Leading Dutch Parties</title>

			<content:encoded><![CDATA[<div><p class="align-justify">‘The HIV/AIDS Consortium The Netherlands’, a coalition of Dutch humanitarian organisations that conduct HIV and harm reduction programming in 23 countries around the world, has sent out <b>a plea to the three leading parties in the Netherlands’ coalition government</b>. These letters (available for download below) protest against the recent refusal of the Ministry of Foreign Affairs of the Netherlands to continue funding HIV programmes conducted by Dutch NGOs as part of its overseas development programme. As a key member of the Consortium, AIDS Foundation East-West (AFEW) is a signatory to these letters.</p></div><div><p class="align-justify">Since the Ministry rejected the Consortium’s appeal on Friday 6th August, the Consortium has stepped up its campaign to ensure that the world does not sit by while <b>life-saving HIV prevention and treatment programmes close down in areas of the world that have been hardest hit by the epidemic</b>. Among the leading politicians and figures in international healthcare who are backing this campaign are Michel Kazaktchkine (Executive Director, Global Fund to Fight AIDS, Tuberculosis and Malaria), Michel Sidibe (Executive Director, UNAIDS) and Archbishop Desmond Tutu.&nbsp;</p></div><div><p class="align-justify">We remind readers that in recent decades, the Netherlands has played a global leadership role in developing and promoting best-practice HIV, harm reduction and sexual health programmes. The sudden discontinuation of the Dutch government’s support for Dutch NGOs that implement such programmes will mean <b>major budget shortfalls for many national HIV responses in the poorest countries and the closure of successful non-governmental organisations</b>. This move will also jeopardise the reputation of the Netherlands as a leader in international humanitarian development.</p></div><div><p class="align-justify">The participation of civil society in the fight against HIV and AIDS is vital because community-based organisations are best placed to reach the most marginalised groups. <b>Without a strong civil society the fight against HIV will fail.</b> The HIV/AIDS Consortium contributes to strengthening the role of civil society in many countries.&nbsp;</p></div><div class="align-justify"><p class="bodytext">If further funding is not secured soon, the lives of many individuals in key populations will become even more difficult. We estimate that some <b>40,000 men who have sex with men</b> worldwide and <b>35,000 injecting drug users in Eastern Europe, Central Asia and South Asia </b>will have less access to essential prevention services. We also estimate that <b>24,000 people living with HIV </b>will lack accurate and potentially life-saving information about resistance patterns to their medication, and professional advice on how to deal with the consequences.</p></div><div><p class="bodytext"><a href="fileadmin/data/2010/Resource_Centre/letter_consortium_august2010.pdf" title="Initiates file download" class="download" >Download the letter (Dutch language only)</a></p></div><div></div>]]></content:encoded>

			<title>Impressive Results from AFEW’s Ukraine Prison Project Unveiled at Conference in Yalta</title>

			<content:encoded><![CDATA[<p class="align-justify">On 19th-20th August, <i>AIDS Foundation East-West (AFEW)</i> organised a conference in the southern Ukrainian city of Yalta to mark the culmination of its three-year project <b>‘Institutionalisation of Health Promotion and HIV Prevention in the Educational System of the Ukraine State Department of Corrections’</b>. This project, which ran from July 2007-June 2010, was funded by the Ministry of Foreign Affairs of the Netherlands through its ground-breaking <a href="http://www.minbuza.nl/en/Key_Topics/Matra_Programme" title="Opens external link in new window" target="_blank" class="external-link-new-window" >‘Matra’ development programme</a>.</p>
<p class="align-justify"><img width="300" height="225" style="FLOAT: left" src="uploads/RTEmagicC_Yalta_2010_006_01.JPG.jpg" alt="" />The event attracted <b>over 70 participants</b>, including senior representatives of the Ukrainian prison service, Lyudmila Belenko from the Embassy of the Netherlands to Ukraine, Ancella Voets, Head of Project Management at AFEW’s project partner Mainline, Joost van der Meer, AFEW’s Executive Director, and Elena Voskresenskaya, the organisation’s Regional Director for Ukraine, Belarus and Moldova.&nbsp;</p>
<p class="align-justify">At the conference, speakers emphasised the huge progress that the AFEW project has made towards tackling infectious diseases in prisons and creating a rights-based approach to prison health in Ukraine. Over the three, years of the project, AFEW assisted in setting up <b>a nationwide HIV policy through the development of training curricula and educational materials for inmates and staff, as well as training teams of peer trainers among staff and prisoners</b>. AFEW staff also unveiled the project’s outstanding results:</p><ul class="align-justify"><li>An enthusiastic team of<strong> 27 national prison trainers</strong> and <strong>84 regional trainers</strong> who are qualified to educate prisoners and staff on issues of HIV prevention and treatment, healthy living and harm reduction;</li><li><strong>Over 280 employees of the prison service</strong> received training. In addition, training equipment and informational support were delivered to all penitentiary institutions in the country;</li><li>A <strong>national resource centre on prison health</strong> was staffed and equipped on the premises of the state prison service.</li></ul><p class="bodytext"><i><a href="cetest-firstpage/all-afew-projects/project/?tx_afewregions_pi1%5Bproject%5D=25&amp;cHash=73343d3fed" title="Opens external link in new window" class="external-link-new-window" >Click here further results and to download project materials (in Russian and Ukrainian).</a></i></p>
<p class="align-justify"><img style="float: right; " height="225" width="300" src="uploads/RTEmagicC_DSC00223_01.JPG.jpg" alt="" />Other highlights included a presentation by <b>Pavel Skala of the International HIV/AIDS Alliance</b>, where he outlined the package of HIV prevention services that are essential for all prison settings. He described the barriers to implementing harm reduction activities (such as substitution treatment and needle exchange) in the Ukrainian context.<a href="fileadmin/data/2010/Resource_Centre/agenda_yalta_august2010.pdf" title="Initiates file download" class="download" > Download the agenda (Russian language only).</a></p>
<p class="align-justify">In order to place the Ukrainian experience into context, AFEW’s Executive Director Joost van der Meer gave a presentation on <b><a href="fileadmin/data/2010/Resource_Centre/AFEW_Yalta_presentation.ppt" title="Initiates file download" class="download" >‘Universal Access for Prisoners in Eastern Europe and Central Asia’</a>&nbsp;</b>(ppt, 6.48MB). At the close of the conference, he commented on some encouraging prospects for the future: </p>
<p class="align-justify"><i>‘Embedding new procedures and approaches into such a complex prison system was a major achievement by our staff in Ukraine. Most importantly, the training, education and right-based approaches that we introduced are now obligatory for staff in all Ukrainian prisons, which means that <b>we can be sure of the long-term sustainability of our activities</b>. Furthermore, we are delighted that the Swiss government has decided to fund a follow-up programme that will build on our results and further reinforce international good practice in the control of infectious diseases in Ukraine’s prisons. </i></p>
<p class="align-justify"><i>Overall, I came away from the conference with the feeling that <b>we are convincing decision-makers in Ukraine of the need to support harm reduction.</b> In one session, more than half of participants declared themselves in favour of needle exchange and methadone substitution treatment in prisons. This is the strongest display of support for harm reduction that I have seen at an event in Ukraine.’</i></p>]]></content:encoded>

			<content:encoded><![CDATA[<p class="align-justify">The Russian Office of <i>AIDS Foundation East-West (AFEW)</i> announces that a <b>'Round-up Conference on the Scientific and Practical Aspects of Client Management’</b> <b>will be held</b> <b>at the Holiday Inn in Moscow on Saturday 14 September.</b> The event is being&nbsp;organised by<i>&nbsp; AFEW</i> together with the United Nations Office on Drugs and Crime (UNODC).</p>
<p class="align-justify">The aim of the conference is to review the results of&nbsp;this project and the&nbsp;project on <b><a href="cetest-firstpage/all-afew-projects/project/?tx_afewregions_pi1%5Bproject%5D=18&amp;cHash=603bd022d3" title="Opens external link in new window" class="external-link-new-window" >‘Improving Access to HIV Prevention and Care Programmes for Injecting Drug Users and in Prison Settings in the Russian Federation’</a></b>, which have both been running since 2007.</p>
<p class="align-justify">During the conference, AFEW intends to present the <b>results of the project at both the regional and federal levels</b>, offer a preliminary evaluation of the client management programme and encourage discussion about&nbsp;its effectiveness among representatives of regional partner organisations.</p>
<p class="align-justify">The conference programme also includes <b>reports from partners involved in implementing the client management programme</b>, who will outline the lessons learned during the project. Some of these will be given as presentations during the actual conference and the rest will be published in a conference book, which will be given to all participants. </p>
<p class="align-justify">Participating in this round-up event will be representatives of UNODC, Federal Penitentiary Service, World Health Organisation,&nbsp;International Labour Organisation and the scientific community of the Moscow State Pedagogical University, among others.</p>

			<title>AFEW Delivers Over 6,000 Messages to the AIDS2010 Conference in Vienna</title>

			<content:encoded><![CDATA[<p class="align-justify"><i><img src="uploads/RTEmagicC_wish_tree1_01.jpg.jpg" style="FLOAT: left" height="200" width="150" alt="" />AIDS Foundation East-West (AFEW)</i> launched its campaign '<b>Vienna Express 2010: Towards Universal Access'</b> just over two months ago. On its way to Vienna for the AIDS2010 conference (18th-23rd July), the campaign travelled through 14 countries of Europe and Central Asia and collected over 6,000 wishes about the response to HIV from participants of events. All the wishes were displayed on the East-West Wish Tree in the Global Village, and there, thousands more were added by delegates from the Americas, Africa, Asia and Australasia. </p>
<p class="align-justify">At the closing ceremony of the Global Village, <b>Ilona van de Braak, Director of Communications,</b> <i>AIDS Foundation East-West (AFEW)</i> told delegates about the response to the Vienna Express campaign. She also updated them on the next steps: <i>‘We have received such an overwhelming response to the Vienna Express – both out there among the many partners who got involved by organising events in their local towns and here at the conference. Our East-West Wish Tree attracted a huge number of visitors and attracted media attention from around the world. Over the past days, we have given interviews to Chinese, French, Austrian, Russian, Ukrainian, American journalists and media representatives of many other nationalities. This is so important – we must make sure that HIV/AIDS remains visible and that the people affected by the epidemic in Eastern Europe and Central Asia receive worldwide attention. </i></p>
<p class="align-justify"><i><img src="uploads/RTEmagicC_sidibe_01.jpg.jpg" style="FLOAT: left" height="200" width="300" alt="" />We are now sending bags full of messages to four of the most important decision-makers in the global HIV response – Michel Sidibe (Executive Director of UNAIDS), Michel Kazatchkine Executive Director of the Global Fund to Fight AIDS, Christian Kroll (Global Coordinator for HIV/AIDS at UNODC) and Mats Ahnlund (Acting Director of the International AIDS Society). We are keeping our promise – every single wish will be delivered to international organisations and health agencies.’ </i></p>
<p class="align-justify">Throughout the campaign and conference, <i>AFEW</i> has run an online blog at <a href="http://www.viennaexpress.org/" target="_blank" >www.viennaexpress.org</a>. In the coming weeks, we will continue to use the blog to post news from the final Vienna Express activities and to publicise the core message of the AIDS2010 conference as encapsulated in the Vienna declaration&nbsp; . <br />&nbsp;<br /><b><i>AFEW</i>’s presence at AIDS2010</b></p>
<p class="align-justify">Aside from the East-West Wish Tree, which formed a popular focal point of the Global Village and attracted wide press coverage, <i>AFEW</i> also ran a photo booth during the conference. Here, visitors had their pictures taken and chatted to AFEW staff informally about the Vienna Express campaign and the HIV situation in Eastern Europe and Central Asia. 			<title>AFEW’s Long-Term Partner Timur Islamov Foundation Receives Red Ribbon Award</title>

			<content:encoded><![CDATA[<p class="align-justify">During the opening session of the AIDS 2010 conference in Vienna, Austria, <i>AIDS Foundation East-West (AFEW)</i> was extremely pleased to receive the news that the <b>Timur Islamov Charitable Foundation</b>, a long-term project partner of the AFEW’s client management programme in the Russian Federation, has won the prestigious Red Ribbon Award. </p>
<p class="align-justify">Each year, UNAIDS hands out Red Ribbon Awards to 25 community-based organisations that have made <b>an outstanding contribution to reducing the spread and impact of the HIV infection</b>. As UNAIDS Deputy Executive Director, Management &amp; External Relations Jan Beagle explained, <i>‘UNAIDS is proud to celebrate and honour these groups who have mobilised themselves to meet the needs of the most vulnerable in their communities with energy, passion, and compassion. The red ribbon award winners give a resounding voice to the voiceless.’ </i></p>
<p class="align-justify"> The Timur Islamov Charitable Foundation, which is based in Naberezhnye Chelny in the Republic of Tatarstan, was originally initiated as a harm-reduction project in 2006 and has since grown into <b>a full-service centre for drug users</b>. Through social and outreach workers, who are also ex-drug users, the organisation responds to client needs and offers a range of services such as HIV testing, referrals and rehabilitation programmes.</p>
<p class="align-justify"> The jury of the Red Ribbon Awards was particularly impressed by the organisation’s <b>strong relationship with local authorities and public health centres in Russia</b>, which has facilitated its provision of services such as HIV testing, referrals, and support programmes for drug users. </p>
<p class="align-justify"> In a letter to Dr. Mikhail Volik, <i>AFEW</i>’s Regional Director for the Russian Federation, Timur Islamov shared this exciting news and expressed his gratitude for the role that <i>AFEW</i> has played in his organisation’s development: <i>‘I would like to thank you for your support during the international Red Ribbon Award Contest 2010. We look forward to continuing our partnership with </i><i>AFEW and <b>our joint efforts to increase access to HIV prevention and treatment in the Russian Federation</b>. It’s as if the disease is so profound to people that simple words can’t communicate their feelings. AIDS has been a productive artistic muse over the years and is the subject of countless pieces of theater, literature, film, dance, and music.</p></div><div class="align-justify"><p class="bodytext">In my video blog entry from Vienna, I’m taking a look back at art and AIDS, and a look around me, at some of the very beautiful — and very funny — “art” pieces that this disease has inspired. 			<title>'Superheroes, Quilts and Wish Trees to Fight AIDS', The Independent</title>

			<content:encoded><![CDATA[<div class="align-justify"><p class="bodytext"><b>Source: AFP/<i>The Independent </i>(also published in the<i>&nbsp;Hindustan Daily,&nbsp;</i><i>China Daily, France 24)</i>.&nbsp;</b>Colourful, creative and a little bit crazy: the fight against AIDS can be all that as activists demonstrated Tuesday at the Global Village on the sidelines of the World AIDS Conference in Vienna.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">At one end of the Village, super-heroes Methadone Man and Buprenorphine Babe stood in bright latex suits, ready to affront the deadly scourge of HIV/AIDS.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">Methadone and buprenorphine are used to treat drug addiction, especially to heroin, which is a major contributor to the AIDS epidemic due to shared needles.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">&quot;We wanted to make a campaign that was fun and dynamic, something that would make people gravitate towards the campaign rather than us going to them,&quot; Carlos Moreno, who produced a comic book of the two heroes for the Open Society Institute project, told AFP.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">&quot;When you approach people in this sort of method, people let their guard down a little bit, so you can talk about this in a much more fun and memorable way that sticks with you later.&quot;</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">Over 120 booths from 80 countries have set up shop in the hall adjoining the conference centre where the biennial AIDS congress is being held this week.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">But while free condoms and brochures on prevention and awareness were the norm, more than a few exhibitors decided on a new approach.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">Visitors were queuing up for a copy of The Adventures of Methadone Man and Buprenorphine Babe, a free T-shirt, or a picture with the two superheroes.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">Major signs urging visitors to &quot;Condomize&quot; were spelt out in variously coloured condoms.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">And on the main stage, transgender dancers from India performed a Bollywood show, while a group of youngsters from Kyrgyzstan presented a musical on gender issues, HIV and discrimination, to warm applause by an eager crowd.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">Above the hall, large quilts paying tribute to AIDS victims acted as another reminder of the risks of HIV.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">Inspired by the international Names project, founded in the United States in 1987, an Austrian outfit was encouraging visitors and delegates of the conference to paint a panel to commemorate a dead friend, which would later be sewn into a large quilt.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">And the booth was buzzing with creative energy.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">&quot;I think it's a very good combination between the official part of the conference with the medical and research work - it goes from brain to brain - and here we work from heart to heart,&quot; said Friedl Nussbaumer, one of the coordinators of the Austrian Aids 2010 Memorial Quilt project.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">&quot;If you look at the names of the dead people, they are part of the conference in some way,&quot; he said emotionally.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">&quot;When you see those people painting and thinking of those who died, it's very emotional.&quot;</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">Not far from there, participants were attaching messages to a colourful weeping willow made of crepe paper.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">The Dutch AIDS Foundation East-West, behind the &quot;Wish Tree&quot; idea, collected over 5,000 messages on a tour of eastern Europe and central Asia to raise awareness about HIV and AIDS ahead of the conference.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">And by the end of the week, they hoped to have 10,000, the project's spokeswoman Ilona van de Braak told AFP.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">&quot;It's very important that all the voices in the region are going to be heard here at the conference.&quot;</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">Besides those on the tree, many messages - from children, HIV-positive women hoping for healthy babies, and others asking for treatment - were being packed into large post bags to be delivered to the head of UNAIDS, Michel Sidibe, and of the Global Fund to Fight Aids, Michel Kazatchkine, later in the week.</p></div><div class="align-justify"></div><div class="align-justify"><p class="bodytext">The tree itself will be planted outside the Vienna conference centre after the event is over.</p></div><div class="align-justify"><p class="bodytext">&quot;It's going to be planted in the park as a remembrance of the conference but also of the promises made here in Vienna,&quot; said van de Braak.</p>

			<content:encoded><![CDATA[<div class="align-justify"><p class="bodytext"><b>Source: HealthDev.net (also posted on the webiste of the International HIV/AIDS Alliance), Author: Ishdeep Kohli</b>.&nbsp;The Global Village at the XVIII International AIDS Conference in Vienna was officially opened on 19th July by the Mayor of Vienna and Laxmi Narayan Tripathi of the Asia Pacific Network of Sex Workers.</p></div><div class="align-justify"><p class="bodytext">The Global Village started at the Bangkok AIDS conference in 2004. The Global Village is a diverse and vibrant space where communities gather from all over the world to meet, share and learn from each other. It is a space for communities to demonstrate the application of science and good leadership. It is also a space that invites conference participants to see how science translates into community action and intervention.</p></div><div class="align-justify"><p class="bodytext">The Global Village promotes networking between north and south, east and west and provides a space for displays, discussions and performances from throughout the world. The Global Village is open to the general public and conference delegates and admission is free.</p></div><div class="align-justify"><p class="bodytext">Laxmi Tripathi, a tall beautiful and handsome Hijra (transgender) from India, feels deeply pleased and honored to have this opportunity to officially open the Global Village. She continuously captivates the attention of the conference participants with her words, stunning dresses, gorgeous jewellery and a very warm and affectionate attitude. Laxmi is an accomplished Indian dancer and actress.</p></div><div class="align-justify"><p class="bodytext">Laxmi is a hijra, they are men who dress and act like women from India and preserve a third gender role through tradition. Hijras do not try to pass for females, such as transsexuals might. They are neither male nor female, but a third gender, ensconced in Indian culture for years, and often defined as eunuchs.</p></div><div class="align-justify"><p class="bodytext">Laxmi is very vocal with her comments and is continuously fighting to protect the rights of her community. She hopes this conference, emphasizing and promoting human rights, will also focus on protecting her community, which&nbsp;is being neglected by governments in their interventions.</p></div><div class="align-justify"><p class="bodytext">According to an earlier survey, there is&nbsp;high prevalence of HIV in the Hijra community. Friends from her community are dying and the numbers are alarming. This needs to be acknowledged and strong and fast action must be taken by governments and UNAIDS to protect them.</p></div><div class="align-justify"><p class="bodytext">The Vienna Express passengers led by Dutch humanitarian organisation AIDS Foundation East-West (AFEW) attended the opening ceremony of the Global Village at the AIDS2010 conference in Vienna.</p></div><div class="align-justify"><p class="bodytext">Laxmi, while hosting the opening ceremony, commented on the AFEW’s Vienna Express Wish Tree that, “it is so wonderful, because I truly believe that wishes are important. Every human being has a precious wish or desire and a tree is the best medium for this! It’s innovative and it’s the first time I’ve seen something like this at a conference”.</p></div><div class="align-justify"><p class="bodytext">Laxmi introduced the Vienna Express and the East-West Wish Tree in the opening ceremony of the Global Village. The ceremony was a celebration of the different continents, ethnicities and communities represented in the village.</p></div><div class="align-justify"><p class="bodytext">Through the Vienna Express, AIDS Foundation East-West (AFEW) is shining the spotlight on the HIV epidemic in Eastern Europe and Central Asia. This region, which has faced unprecedented social and economic upheavals over the past decades, is now struggling to contend with the fastest growing HIV epidemic in the world.</p></div><div class="align-justify"><p class="bodytext">The biggest drivers of the epidemic are injecting drug use and unprotected sex. Altogether, an estimated 1.5 million people are living with HIV in the region, and a disproportionate number of them are young people.</p>
